charge off illegal billing and collection practices

On 7-19-2012 I made an agreement with AMEX to make a one time settlement offer on a charged off card. They agreed to take $15K+ on a $30K=+ balance. They agreed on a recorded call and in writing to make the balance zero and settled in full. They stated we would get a 1099-C from the IRS for the other $15K balance. Now they are refusing to change the balance to zero and mark it settled in full but are keeping it as past due $15.353.32. They are double dipping because they got 50% from us, charged off 50% to the IRS and are still reporting the 50% as past due.

I would like them to do what they stated in their recorded phone call on 7-19-2012 at 8:44 AM with Ms. Lucas and what they agreed to do in their letter, mark it as zero balance and paid in full.

little less than a month ago. I have no idea how long it takes to
make $15K disappear (other than one drunken weekend in Vegas back in
'06), but I'd imagine there is a bit of paperwork to file. If you
have the confirmation letter, you're probably safe. You just might
need to wait a little longer.
