DSL service

I have tried to purchase DSL services from BellSouth ( now AT&T) for over 4 years and am told continually that my numbers cannot receive DSL and have no idea when they will be available.

I have just finished reading an article in USA Today that stated that part of the buyout stipulation was that AT&T was to offer DSL services to ALL it's customers ( also stated that the cost was to be $10.00 ) , but when I call ( India or Pakestan ) to speak to a service rep , I am told to go online to AT&T to avail myself of the DSL service , but once at the site , there is no way to find out any information with the exception of being placed on a " Wish List "...Wish List ???...are we children to be placed on a " Wish List" for Santa Claus. ?
I was told by a tech a couple of months ago that it would cost the company $1,700.00 to connect new customers in my area to the DSL service and that " I doubt that the company would spend that kind of money " !

If this is the case , who is to enforce the buyout stipulations ???

I suppose that I will have to follow up with complaints to the FCC and any other agency to be able to get DSL .

Offer me the DSL service !

If it's the same article I read, it doesn't say anything about
supplying DSL to everyone. It talks about requiring them to supply
dry loop (no phone line required) DSL service for $19.95 per month in
areas that at least 80% upgraded for high speed broadband. The $10
DSL you mention refers to a special offer if customers also take phone
service. These specials are to be in effect for at least 33 months.

That being said, I can't see how they can possibly provide DSL for
every customer. There are just some parts of the country that will
never be able to get DSL due to the distance limitations. You can't
be more than 17,000 feet from a central office or remote terminal in
order to get DSL. Many rural areas are just too far.

DSL also cannot go on any line that is fiber optic. If you live or
work in a building with a fiber backbone, you will never get DSL. It
requires a copper connection which is how they are able to put it on
your existing home phone and still allow you to make calls. It
utilizes the unused copper bandwidth.

I provision DSL, ISDN and fractional T1's for my customer who has over
800 locations in the US, Canada and PR. Every few months we check
with the carriers to see if we can get any of our offices off
Fractional T's and onto DSL. Despite this, we are always going to
have about 10% of our offices that can never get DSL.

There are a couple of DSL services that are not as distance sensitive.
One is IDSL but it's speed is usually limited to 144K up/down. There
is also SDSL, which some carriers can provision up to 1.1M up/down but
it is very expensive.
