Citibank Bankruptcy rules

Why is it that Citibank is so inflexible when it comes to credit and individuals who, for different reasons found, themselves in the financial doldrum and had to file bankruptcy? I had to file for bankruptcy six years and have since, re-established credit. I have CCs from WAMU, HSBC and Patelco Credit Union but I've heard so much of some of Citibank rewards cards, I attempted to apply for one but decided against it when I read the comments of applicants on Whogavemecredit, who had to file bankruptcy. All of them had their application rejected by Citibank. One would think that with the credit card market being so enormous, with so much competition around and the potential for a large group of new customers, most of whom will never be reckless again with the use of credit cards, that Citibank would relax its draconian bankruptcy rules.
