Citibank Still Expects Me To Pay Even Though I Dont Receive A Statement

I signed up with a 0% interest until 12/2006 credit card with Citicard in 10/2006.
On 2/28/2006, I received phone calls from Citicard collections about late payment. I told the rep that I had not received any statement for the month. She told me that I had elected to have electronic statement only. I told her that I had never signed anything to only receive electronic statement, and I would not have done so if given the choice. The rep canceled my electronic statement option, and put in request to send me a new statement. But she told me that she could not refund me finance charge and late fee until I make the payment.
I made the payment with Chase on the same day. On 3/1/2006, I checked with Chase, and the payment was cleared. I called back, but was told that the payment was not cleared yet for Citicard, and I would need to call back again.
I called back again on 3/2/2006. This time the rep told me that the payment cleared, but she would need to send the request for refund. She said it would take 2 more days, and I would need to call back again.
In all, I have spent over 10 hours on the phone with various Citibank representatives, and wasted even more time try to get this resolved. When asked why my account was switched to electronic statement only, no one could answer me from Citicard. They could not find any records of it either.
Basically Citicard tried to save some money and switched me to electronic statement without my consent, then refuse to resolve the issue.
Citibank need to refund $206.05 late feed and finance charge, and make sure I am back on the 0% promotion rate.
They also need to compensate for my loss of time to resolve this issue.

Regardless of whether you've received a bill, you should know when your bills are due. tough.

My bank had a pop-up when I went online one day regarding electronic notifications. Upon reading further, I discovered that it would switch me from paper statements to electronic ones. I didn't click on it.
Something similar may have happened here. People are so quick to click, click, click online that they don't bother to fully read what they're agreeing to and then deny it later.
In any event, it appears that it's being taken care of so I don't understand the point of the letter unless the writer is tired of complaining to people on the phone and wants to continue by writing.
They are not going to compensate you for your time. You know you have a bill coming. If you don't receive it at the usual time, it's a good idea to contact them and find out why before it's too late.

Most creditors and other institutions only send paper statements as a courtesy. Just because you did not receive a statement does not mean you do not have to pay the bill. You, and you alone are responsible for managing and keeping track of your finances. You failed to do so. That's why this happened. You should have kept track of how much you charged and paid the balance. If you wern't sure of it and an inordinate amount of time passed, you should have called.
They are being VERY generous about refunding you anything.

It really makes me laugh when someone asks for compensation for loss of time. If I could be compensated or get back all the time in my life I've lost due to the mistakes of others, I'd either be a wealthy woman or live forever.
I'm not convinced you didn't somehow inadvertently request electronic statement only. I could see that happening. However, if I understand your letter correctly, Citibank has agreed to refund the late fee and finance charge, but you haven't yet received it. You were told on March 2nd that it would take two more days. So why are you writing this letter?
