Paypal does not cover the seller, if the seller is on ebay, and if your a buyer outside of ebay they don't cover you either. I purchased an item from a seller and paid with paypal, the seller never sent my item, I filed with paypal and they said they could only recover $8.21 when I paid $65.00. Now I know paypal requires you to have back up funding as a credit card or bank acccount, yet they didn't do that and when I emailed the executives at Paypal and Ebay, the routed me back to executive resolutions who then inturn blocked my email from contacting Paypal and Ebay execs. They said reply to this email and when I replied, you get the email back failure. THey say no need to pay with a credit card with Paypal your covered, and your not, you need to pay with a credit card so that you are, isn't that a shame?

I want my money back, you say when I'm making the payment I'm covered and I want to able to email my grievance

In fact many are not. The item must have a PayPal logo and the
message "Buyer is covered by PayPal protection," or something like
that.

Then you have to pay using the right procedure. If these conditions
are met, you are pretty much completely covered.

Otherwise, you are at the mercy of the PayPal Complaint policy for
buyers, and PayPal makes it clear you may not get a full refund. And
the funds in the Seller's account limit what you can recover.

On a separate note, I have never put any stock in PayPal being able to
assist me with an ebay refund. I look at it pretty much the same as
sending cash or a money order, and thus screen sellers using the
feedback system. This is a good default, though I suppose if you see
the PayPal message saying buyers are covered it gives you more
confidence.
