Delay in refunding my money for a purchase in eBay

I paid for and purchased a laptop through ebay on April 24.
The seller did not ship the product and informed me that the laptop was defective on May 9, 2012.
Seller agreed to refund the money.
eBay wanted me to open a case and I opened case number 5016601314 on May 9, 2012.
eBay said that the refund was in process on May 9, 2012.

I contacted eBay on 5/24/2012 because the refund was still in process.

I was told that since this was a high value purchase they are reviewing the refund. I was also told that some one will get back to me in 24 business hours. I have not yet heard back neither received my money back.

I would like eBay and Paypal to return my money immediately.
