I am a Negligently Dismissed Ebay Buyer!

Dear Ebay.
I am not a frequent Ebay customer. But I could have been. The only two times I purchased items from your website I paid promptly (read:immediately) I believe sellers should not have to wait to be paid for items they have removed from the eye of other buyers. So when I purchased a new computer screen so that I could fix my laptop I paid promptly and waited in anticipation of its arrival without another thought.
How can I express my disappointment when after not one but two weeks went by leading me to re-check my account and contact the seller who then gave me a shipping confirmation-for my BILLING address! I have never had this happen! My ebay account specifically states my primary shipping address as different and separate from my billing address. So after numerous attempts and no reply the post office did what was logical- sent my item back to the seller. How awful after weeks of waiting and no computer to allow me to get work done at home, to find this out. I was obviously upset and after arguing withthe seller who clearly did not speak a lot of English I was unable to effectively convey to them my problem.
The seller never grasped that they sent it to the wrong address and refused to refund me. Furthermore when I opened a case with the resolution center the seller entered a counter case claiming that I tired to force them to send it to another unauthorize address-The ADDRESS I had authorized and on file with Ebay! How is this even possible? This should have been a case that -handled with care- should have prompted remorse and understanding from Ebay. After all, as a consumer I followed my end of the bargain, clearly marking my primary shipping address as separate from my billing address. I have exercised due diligence for my part.
To add insult to injury, the resolution center did not even check my account to see that I was telling the truth. Instead they came to a resolution that did not involve the merits of my case at all. There was no mention of my original complaint. And jsut like that-the case was closed.
What's the point of having a separate shipping/billing option if it's not going to be honored by sellers or, barring that, Ebay? I am VERY disappointed and will NEVER buy from Ebay again.

Refund my money for the item I still have not receieved and that it seems I will never receive because the seller has said that they want to cancel the transaction since I gave them an "unauthorized address"

I assume that you used Paypal to pay for the computer screen.
I am also going to assume your billing address is the address Paypal has on file as your confirmed address.
In which case the situation was handled properly, IMO. Sellers are required to ship to a buyer's confirmed address to be covered by Paypal's seller protection. Shipping to an unconfirmed address means Paypal will automatically refund the buyer if he/she files an "item not received" dispute, even if they buyer really does have the item in hand.
As for the dispute you filed--just because you have an address on file with ebay does not mean paypal is going to recognize that as your confirmed address. The buyer shipped to the address paypal told him to ship to.
What probably then happened was ebay contacted the seller, the seller gave them proof (probably in the form of online delivery confirmation and tracking) that your item was shipped to the confirmed address, and ebay closed the case.
If I were you I'd be going into my paypal account and making sure the address they have listed as your confirmed address is the one you want your stuff shipped to, not the billing address.

Ebay is nothing like they were when I began with them in 2002.
Allowing only the buyer to post negative feedback is one of the biggest mistakes.It's like holding the seller (that pays their checks) arms while others punch them in the face,
I still do not understand why they did that and it has caused me so many issues that I quit selling altogether and they don't care.
I've had buyers threaten me after the auction closed to reduce my cost and S&H or else!
The bottom line is that Ebay sucks and they will eventually shut themselves down.
Consider yourself ucky.I've read of others that have had their Ebay/PP accounts mysterioulsy wiped out and lost thousands.
They are the only entity aside from an employer or the IRS that had your bank routing numbers and they are robbing people blind.

Welcome to John Donahoe's so-called "Buyer satisfaction" eBay. The new, but not improved eBay.
Sadly, PayPal (eBay's only profitable company right now) requires addresses to be shipped to "confirmed addresses".
Unfortunately, they are idiots, and don't investigate, and frankly, do not care about you. Just pay them your money, and leave them alone.
Fortunately, if you linked your credit card to PayPal, you may have some options. Such as doing a charge back. PayPal hates that, but, since they are in bed with eBay, and eBay is only a safe harbor for criminals these days (no; there are some decent sellers who somehow still think eBay is the place to sell).
Your next option is to contact the Better Business Bureau. eBay likes the facade of a squeaky clean image. They're dirty as can be; but, they love to spin everything to make them look spotless and blameless. So, you might fight victory and satisfaction there. Unfortunately, at best, letters via Planetfeedback, certified mail, or any other forrm of communication is generally ignored, unless of course, you are a diamond powerseller, who lists $500k a month. Then because you artificially inflate the listings, they love to hear from you. Otherwise, they have no desire to hear you. You're considered "noise" to them.
That, I am afraid is the sad reality of "new eBay". And, btw, the person who stated you are not buying directly from eBay, is correct. You are buying from an individual seller or vendor. So, you may need to report them to the BBB and perhaps a couple State Atty Generals and I believe the FCC. Perhaps a smalls claims suit as well. (The fact here is, your money has to be refunded, if they dont send the item. And, I do believe there is enough interference now from eBay to place them in legal obligation to make you a "satisfied buyer" with their so-called "Buyer satisfaction guarantee"-- despite all the loopholes).
Unfortunately, I am moving over the next month, therefore I cannot really offer you a whole lot of assistance. You didnt mention how you paid but paypal might also be to blame, along with the seller. My husband sells online through a third party site and in some cases, we will get three different addresses. The one they used when they signed up on the site, their paypal billing addy and the paypal shipping addy. It can actually be very confusing for the seller. Paypal in many cases is the one to send the shipping info and we just about always have to confirm the shipping address with the customer before we ship since the addresses do not match up.
if the seller didnt pay close attention they could have easily shipped to the bill to rather then the send to address and blamed the mix up on paypal/ebay.

The seller is required to send your merchandise to that address; otherwise, he or she is not covered by Paypal's protection policies. People selling technology are often targets of fraud. Some sellers will ship to an alternate address, but if it's something expensive or going overseas it's gambling. I've done it as a seller once in a blue moon, but not with technology. Clothing and vintage jewelry, yes, a $400 computer screen ... not so much.
Get your shipping address in as a confirmed Paypal address and you won't have further problems.

You have the whole E Bay idea wrong.You are NOT buying from E Bay, but from a vendor on E Bay.E Bay is a hosting site for **business people**to sell items.
Your complaint is to the person **selling**, or offering for **bid**(lol)the screen.
