Peeling paint, roof of cab=whose responsibility?

I have a 2002 Ford F150 Lariat 5.4L Triton Super Cab. My late husband bought it new. He passed away and I paid it off and have had it since 2006. I live in Bellingham, WA.
My husband had an accident in 2005, and the dealer in Sacramento, CA did not mention the roof was showing signs of peeling or bubbling. They did the repairs at their dealership body shop.
I just SAW the roof on Saturday, July 11, 2009. I can't see the roof normally. It happened to be below normal line of sight.
This vehicle was rear ended 8/08, and had over $5k in repairs completed at the Ford dealer. This paint/rust did not happen in just one year. NO one told me about the paint problem, and I feel ONE of your dealers should have seen it, if they were inspecting the vehicle for major damages. A COMPLETE visual should have been performed.
The paint is a dark green metallic. If I had known about the problem, I would have either filed a report with you, requesting investigation into faulty paint, or had the work done myself. Since no one caught it, the damages have had at LEAST an entire cold, wet, snowy winter to further deteriorate.
Help me to get this problem resolved. If either of the dealers had inspected the roof, which should have been within the parameters of their responsibility to determine damages, then this would have either been stopped, or have been under warranty.
