Union Plus Card

I applied for a Union Plus Card because my father has been a union member for 40 years and he felt I should have the card.
I received the following response:

In response to your application for a Union Plus credit card account issued by HSBC Bank Nevada, N.A.

Unfortunately we are unable to approve your application due to the following reason(s):
NUMBER OF REVOLVING ACCOUNTS WITH BALANCES
NUMBER OF BANKCARD ACCOUNTS
BALANCE TO CREDIT LIMIT RATIO ON REVOLVING ACCOUNTS

Our decision was based in whole or in part on information provided by a consumer-reporting agency. The consumer-reporting agency did not make the decision and is unable to provide specific reasons for our decision. Under the Fair Credit Reporting Act, you have the right to receive a copy of your credit report at no charge. To do so, please contact the agency listed below within 60 days of receipt of this letter:

Why did you turn me down?
I have 3 credit cards and the total balance on all three is 35.00.

I just paid off my car and I have a student loan from nursing school.
I applied for this card to help build my credit and was hopeful that your company would be the one to do that for me.

I am so disappointed. Won't you please reconsider your decision?

So, did you call? I have been declined in the past, called the number
and resolved the problem.

I doubt using a third party website is the best way to approach this
problem. Why not call them as they suggested? Good luck.
