The letter is overly dramatic and really should be presented as a suggestion rather than a complaint. However, it is perfectly valid for a customer to state that if a certain optional service were offered, she would be more likely to spend her money there. In fact, it's exactly the kind of suggestion businesses want to hear.
I'm sure the writer's frustration was heightened by the silly, obviously made-up reason the employee gave her for the absence of a changing table.
