Good letter. The benefit of the doubt in cases where there is doubt, like this one, should always be in the favor of the customer. Yes, Target may have people who defraud the company, but that doesn't mean everyone who returns an item should be eyed as suspect when they take the trouble and time to go so high up the ladder. Rather they should take steps to insure that this kind of stuff doesn't happen in their stores...or eat the charges when it does.
