Why write this letter? How does it help?

If you really believe there is an issue here, then writing this letter will accomplish nothing. Contact the "federal authorities," if you wish. But don't write letters like this since they are just threats.

By the way, if you REALLY feel that the county or Virginia police are acting in an inappropriate way, your first avenue would be internal affairs.

Having recently received a ticket (my first!) in Virginia (I'm a resident), I'm aware that the back of the ticket has a phone number to call if you believe the officer acted inappropriately. It makes certain to note, however, this this will NOT excuse the ticket.

In the end, if you were speeding, you do need to pay the ticket. If you were not, but cannot represent yourself in court due to distance, that's quite another story.

So, Robert, were you speeding? I was and that's why I'm paying the fine. And the court house is only minutes from my office.
