The United Airlines website clearly states that passengers that are checking baggage need to arrive at the airport no less than 90 minutes prior to their flight. Common sense says that surfboards are not ordinary baggage and you should have allowed additional time.

Sounds to me like you are the one that should be issuing the letter of apology.
