Suzie, you make a good point that it may have been better for the manager to price match.
However, he asked and the manager declined. That doesn't mean that the manager was rude or that the customer was given poor service. If the OP had written that the manager said "Hell no!" and kicked him out of the store I would be more inclined to beleive that the service was poor. But it just sounds like the OP wasn't happy with the answer he got. That doesn't translate into poor service.
Be an adult, accept the answer given and buy the mirror at the other store.
Not hearing the answer you want doesn't equal poor service.
