I think that you are undoubtedly owed a replacement copy. When you subscribed, you expected an intact newspaper, and that is not what you received, hence your dissatisfaction. You may want to try calling their circulation department as well. Our local paper will send out a driver with a replacement by the end of the day if we have damage.
