I don't see how it is deceptive; it is clearly labeled on the menu how much you get for the price. Often times the value menu is a better deal. The "value" drink is a 16 oz. for $0.99. The 20 oz. small is around $1.39. At Wendy's, the $0.99 double stack cheeseburger is around 1/4 net weight prior to cooking. The classic single with cheese (one patty, same amount of meat) is around $2.79. The same goes for BK breakfast items.
