It has a 6-month wait period for those that don't have insurance and didn't have employer-sponsored insurance. Work at Wal-Mart? You have to wait. That said, a waiting period is better than nothing.

It doesn't include children. Read carefully how the Florida Kid Care works (and how it's funded).

It does not cover people that cannot pay the premium. There is a gap between those that can get Medicaid/Medicare (which are Federal programs!) and those that can afford this program. Yes, $23/month is very low, but there are some restrictions on this cheapest plan.

As for the part about Federal dollars... Read carefully. It says no STATE subsidizes. The US Department of Health and Human Services provides money to the state of Florida, some of which goes to this program. Not to mention, Medicaid/Medicare.

All of this said, this is a great start and not a bad model.
