I totally see the issue with having 15% added for a family of 8 (mostly toddlers). If it were 6 teenagers, I would say you don't have much to complain about. But toddlers? Come on!
I also agree with another responder who brought up the question as to why you tipped (an additional) 15% for such "poor service"?
