Jeez...I just read what I wrote and boy was that confusing! To tell you the truth from working at Target I know they have a lot of restrictions on things that can be very frustrating at times (you can't pay with two credit cards, sometimes you can't be instantly refunded for something) and about 99% of the time it has to do with the fact that a couple of years ago Target was getting scammed big time so they put a lot of rules in place that just make everyone frustrated (especially when it comes to returns and things).
