I mean, what's to stop an out of state resident in a bordering state from ordering a product from sears.com for pick up in NJ? They would get the rebate if on-line orders were eligible. So, in order to keep tax dollars and make sure state residents get the rebates, it makes sense to limit it to physical locations.
