As backwards as it sounds, stealing tobacco is a lesser threat to a company than selling to a minor. Both should be grounds for termination, but by selling tobacco and or alcohol to a minor, the business risks losing its license to sell either. I guess CVS feels that this theft case was costing them less than potentially losing the right to sell tobacco.
