You do realize that the East Coast, including Continental's hub at Newark NJ were in the midst of a major blizzard forcing the cancellation of thousands of flights, don't you? This situation was completely out of the hands of the airlines, the can't control the weather.

It was impossible for all the airlines to keep up with the volume of incoming calls and they certainly were not able to call every passenger.
