My guess is they were in the bowl for some reason when someone used it.

You keep acting like they did this on purpose to your toddler. I seriously doubt thats the case.

I dont see why you didnt get comped for the meal, I found a bug in my salad one time and they comped my whole meal. Though you using the words "settle" sounds like you are looking for alot more.
