I don't think that any reasonable pharmacy will let you just take a couple pills or even the whole bottle without payment.
Most businesses will not invoice you, or give you an IOU either.

It sucks that their processing system was down, but theres nothing they can do until it is fixed. Computer systems don't always run perfectly 100% of the time.
