legal action or not - how is that verizon's fault?

The real issue is that verizon doesn't actually owe you anything for this.
you've not stated what the "winback" bill was for or why you didn't pay it.
yes i know you want to claim customer loyalty but... right now you're not actually their customer. the other account owners are their customers. from your own letter they won't let you be a customer until the bill is paid.
and again i haven't seen anything that shows why it's a bill you shouldn't have to pay.
