I'm having a little bit of cognitive dissonance here. Lactose is the naturally occurring sugar in milk which is broken down by lactase, an enzyme and if someone lacks that enzyme, it leads to lactose intolerance. There's no reason to "ban" lactose and doing so would require all milk to be chemically altered.
