While I agree the cashier should not have been on the phone, I think your reaction is a might strong. Perhaps the appalling behavior is based on the content of his conversation. Next time (if there is a next time) withhold your items and wait for him to get off the phone. Also speaking to a manager immediately would have solved this problem for the next customer. And yes, I am sure there are guidelines in place for the continued behavior.
