I gotta tell you, the fax service is not Kinko's biggest money maker. So, not a lot of time spent training employees on it. Also, it's the easiest thing to use. So easy in fact, that many stores put it in the Self-Serve section. You type in the number, put your paper in, and hit the green button. Anything that happens after that point is NOT Kinko's responsibility.
People never understand this though and will constantly bug you if the fax didn't get through. And there are many possible reasons why it didn't go through, including being blocked. Again, that's not the store's responsibility. Buy a fax machine, or a printer capable of faxing for your home PC if you have a problem with this.
