The date of infection in both the Snyder and Jappell cases was mid-1980s. Many of the regulations were promulgated in response to blood transfusion receipients receiving tainted blood.

The reason are blood supply is as safe as it is, is because of these regulations. I can't imagine that anyone really wants to allow unscreened blood in our blood supply.
