Just wanted to give everyone an update...
Chanel customer service sent a very cordial letter in response to my complaint. They provided the adddress of the Chanel US headquarters where I could send my mascara and either receive a refund or exchange it for a product of equal value. I will be returning the mascara and getting a refund for it. Thanks everyone for their comments!
