From what I can understand, your husband filled out the application for one card and then you filled out an application for a second card; neither time did you request the discount promotion in writing.

The letter does seem very confusing to me and asking for a $20 discount where a $200 discount was promised seems that much more troublesome.

As someone reading this letter, I'd start to question the truthfulness of the story.
