I won't even address the race issue here because it is obvious this OP sees racism everywhere or choses to use it as an excuse whenever possible.

I had a hard time getting past the part where you mention you asked the server to watch your children. Ummmm, that was just a tad inappropriate. Then you stiff her on a tip?

I think everyone here has been to a resturant and noticed that other later arriving parties received their food first. Could be what was ordered took longer than what the other table ordered, could be a kitchen error, or it could be that you angered the waitress with your sense of entitlement by asking her to mind your children. I doubt it had anything to do with racism. Next time watch your own kids.

Oh, just because a group has different values from you and/or the majority doesn't mean they aren't entitled to go to Applebee's and get good service. From what you say, they weren't talking about racist views in the resturant. They were there having dinner. You may not like their politics, but they are as entitled to be there as you.
