Itunes Should Be Available to Kids With Money

My son received an ipod for Christmas, along with an itunes gift card. When attempting to open an account, we were surprised to see that a credit card was required. My son is a minor and not permitted by law to have a credit card. He planned on purchasing gift cards to buy music and videos on itunes. He now owns a $25 gift card which he is unable to redeem.

I would like to know why a credit card is required in order to open an itunes account, and how people without credit cards are supposed to redeem gift cards.
