Staff Knowledge of Account Facts or Questionable Honesty

While shopping in a city distant from our home city, we needed to get fuel for our vehicle in order to return home in our vehicle. My Bank of America (BOA) credit card (CC) was declined when trying to purchase fuel. I called BOA customer service and a representative (Rep) said that because of customer account numbers being compromised many account numbers were closed and new credit cards issued with new numbers. Rep said our new credit card was mailed a day which was 3 weeks earlier. Rep allowed us to use our existing credit card to purchase fuel to get home. Thanks! Rep said to check our mail when we arrived back home to see if new CC was in the mail, and if not to call back so they could issue another card. When we returned home, we looked through all our mail and the mail box, but found no such new CC. Therefore, as instructed, I call BOA and spoke with a Rep about having found no CC. The Rep said they would issue a new CC that would arrive in 1 or 2 business days. After 4 business days, we still did not receive a new CC so I called BOA and explained. This Rep forwarded me to another department. The new Rep of this department said no new CC was issued as I was told and the reason was because our credit report showed we were delinquent on payment with a different credit card company. I explained to the Rep that we disputed the charges by the other credit card company and returned their product, this being the reason for not making payments. This Rep said a new BOA CC would be delivered by FedEx arriving in 1 business day.
Just tell the truth. I was misled and still don't know which Rep is telling the truth. If I receive a new CC in one business day, I will assume the last Rep was truthful.
