Rain checks at Von's in California

Back in 2009 I was invited to a grand opening of a Market store in Belmont Shores. I was enticed by the offer of one liter Evian waters for $1 and Vueve Cliquot champagne for $31.48 after tax. I went to the store and was told they didn't have any Evians or Vueve Cliquot and offered me rain checks. I have been trying to use these rain checks ever since. I was given a rain check for 100 bottles of Evian and 25 bottles fo Vueve Cliquot. I was told I could go to any Vons or Pavillions or Market and purchase these. I live in ------, so I went to my local Pavillions and was first told "we are not a warehouse store" and we can not sell you that many. I was then advised to return at an conveyant time; mid week before 5pm. So, I took time off from work to go to the store and spoke with the manager who said they would order it for me. I was told they would call when my order was in. They never called. I went back to the store about a month later and was told the store had a new manager. She requested I bring her my rain check. I returned a few weeks later with my rain check. She said she would research to see if an order was placed. As they do not carry more than a few Evians or Vueve at any one time. She assured me she would call. She never did. I returned again and was told there was yet another manager and she requested I give her my rain check for the Evian and she would place the order and call me when they arrive. Now she had my rain check, my contact info and assured me in a promise that she would take personal responsibility for this order. I never heard from her and she no longer works at the store. I have gone back in twice more requesting my rain check returned to me and for someone to see about my order. I am now told there is no record my order or my rain check and they can not accommodate such an order for that offer as it would be at a lose to the store.
I thought here in California we had laws to protect consumers from switch and bait and false advertising, thus creating the rain check policy. However, your store doesn't seem to follow these same consumer guidelines and laws.

I would like to place an order for 100 waters for $1 each and 25 bottles of Vueve Cliquot champagne for $31.49 each.
