One time, this past spring, I paid Verizon something in the neighborhood of 38 dollars and change. Turns out I did not owe them that much and I was looking at some other charge from that phone slamming group whose name I cannot recall. So...I end up with credits to my bill every month. Well, I get a call from collections, saying I owe verizon 200 something dollars. I laugh and tell the lady this is not possible since I am actually getting bills with NEGATIVE...yes NEGATIVE amounts! She insists I pay I tell her to leave me alone because I have the bills in front of me. I finnally get ahold of verizon and all is well.

#1It takes months for something to actually go into collections, so you didnt pay your bill for a few months.
#2 You said even after you got the collection notice, you didnt pay it, but instead left the country.
#3 its a little known fact that credit cad cmpanies DO NOT HAVE to send you a bill, you are supposed to know when your bills are due.
#4If you want to live in our country then you should educate yourself on how things are, you let your bill go unpaid, therefore its on your credit for 7 years.... thats just how it works.

My husband got a bill from a collection agency which stated he owed around $250 on his phone from around 15 years ago. He hasn't had this phone number in 15 years and since he is a pack rat he actually found the final bill and the check number and date on the invoice that it was indeed paid.
He notified them of this and is still getting bills, he will not pay, probably really screwing up his credit in the process but he has proof of payment.
We have cancelled our landline service and just use a tracfone for everything. Verizon will probably send us a bill in 15 years saying we owe money, seems this company has some serious customer service issues.

((((((((Assuming that the damage was already done to my credit I chose not to pay at that time.))))))))))
Okay the issue is that you owed money, and chose not to pay it. It is your moral obligation to pay the money, regardless of your "credit". You owed the money, you chose not to pay it. They ding your credit. Didnt it seem odd that you didnt get a bill?
Good Day

While I understand your situation (been there done that) I an always aware of my bills that are due. Regardless of "statements" not received. You appear to be around 30-35 years of age and owe it to yourself to be on the offense when credit/bills are concerned. My Grandmother fell ill and passed away in another country and I had to fly and accept her body to be returned to her home. It took a full week but I made the time to make (long distance) calls neccesary to cover payments and that was in the 1980s. I also left my 2 young kids and husband to fend for themselves. That was my major concern but all was well.
