Aren't these packaged based on weight? not count? I'm fairly certain that they are. So while ou have two empty wrappers in your bag, they really weren't ripping you off at all.
Liek a previous poster stated, no process is perfect. But in this situation its kind of "no harm no foul".

Theres got to be at least 20 little patties in each bag, and they cost about $3.00 a bag, thats only about .15 cents each (approximately)
Is it worth that much to ask for compensation?
