Request to re-open account was denied because of medical collection!

I have been with Citibank for over 5 years now. In 2008, due to my knee surgery, I was out of work and couldn't make my payments anymore (I missed 3 times). Once I was able, I made payment arrangements by calling Citibank and have been making timely payments every since. Citi's customer service was great!
However, a year and a half later, I requested Citi to re-open my account in writing. They pulled my credit report and due to two medical collections, they denied my request to re-open the card. I sent another letter requesting a reconsideration and explained the two medical collections. They denied me again. They also said it doesn't matter whether the collection is paid or not.
I just don't understand what my two MEDICAL collections has to do with my account with Citi. As long as I'm paying on time, does that matter? It seems like I'm the only American with medical collections. Medical bills don't show credit worthiness or whether a person is responsible or not. My ability to pay should be sufficient. I love Citibank and I'm very upset that they won't even reconsider my request and give me a second chance. I guess client relationships and loyal clients mean nothing to them.
I would like Citibank to re-open my account.
