Terrible Customer Service, Will I Ever See My Order?

My order number is *redacted*. I ordered a L/XL Aura Cap in Grey/Silver. I got an e-mail confirmation of my order on June 29th. I waited a few business days but I never got an e-mail that my order was shipped so I checked the order status on the website. It indicated that my order was complete and it was shipped via UPS. There was a link to track my order so I clicked it and it opened a new window that loaded the shopcowboys.com homepage. I thought my web browser had errored so I used a different one and went through the same process just for the homepage to load again instead of my UPS tracking. I then wait a few more days and tried again today July 10th. I had the same result, so I decided to e-mail customer service. The e-mail is guestservice@shopcowboys.com and the e-mail I sent came back as undeliverable! I then tried to called their 1-800 number which said on the site that it was available 24 hours a day anytime. I called and waited for a while to get through a long speech and through the phone tree just to be told the office was closed. I am upset and frustrated with this and it seems like I'm being scammed. This order was a gift for a friend. I then used Google to research the website and seems this tracking problem has been complained about many times and the site has not been fixed nor the customer service any better.
Full refund of $26.98 because I highly doubt my friend will get his gift.
