B.O.L.O. on my P.O.V.?

Is there any way to find out if there is a B.O.L.O. on my P.O.V.? Everywhere I go/drive in So.Cal. this off-duty sheriff always finds me. I suspect a BOLO with his personal cell # attached to it, which Security personnel call, thus, sure enough I can't get away from him, anywhere. The police don't do anything, including the "eye-in-the-sky" helicopter; it just circles my car, whereever I am parked. I haven't committed any crimes; it just the harassment of knowing I can never escape this sheriff's constant harassment. A formal complaint, of course, does not curb his need to bully, but I sure would like evidence, if I can get my hands on it. A P.I. wants $250. to tell me is there is one on my car, and I can't afford that. Can anyone truly help? The Police, are unwilling to police their own; they even enable this guy to do what he wants. Someone suggested going to the D.A., which is my next attempt to do something before I take this to the newspapers, for I intend to blow this wide open and take it public, for his nightly harassment/abuse is preventing me from getting work. Help!

The police station just happens to be right by where I work and he just happens to live a block from my house so he "follows" me home just about every night. Now I'm not a big believer in coincidences but even I as paranoid as I am about being followed can figure out that hes not actually following me. How do you know it's not a traffic copter? And how would this prevent your getting a job? The woman didn't want to understand that the coworker took the same highway to go home and that it had *nothing* to do with her. Just because you accuse someone - or even think they're after you - doesn't really mean they are. That may also be why the cops "refuse" to do anything. If it's coincidence (or imagination) they can't do anything to stop it.
