Expedia books into unsafe hotels

We booked a hotel stay with Expedia by phone. The agent had no clue what she was doing and put us on hold for almost 45 minutes. She also booked us into a hotel that nobody should stay in. It is disgusting and completely unsafe. We were almost robbed before even getting to the room! We left immediately.
First, refund our charge. Second, change policy to not allow phone agents the ability to book hotels with one-star. At the very least, consumers should be informed of the low rating.
