VZW has been delaying the Windows 8.1 upgrade on several models of devices. Emails go unanswered. It has been noted that the Florence Ky store does not even keep the Windows phones charged and displayed properly.

Push out the 8.1 upgrade and give Windows phones a fair shake. Fran announced Verizon's support for Windows in 2012, but you would never know it.
