furious about Holiday Button Scam

During the recent Holidays, JC Penney had a promotion wherein you could pick up a festive holiday button at any cash register without purchase, or receive a couple with purchase and the buttons had a code on the back. You then were asked to go to their website and enter a code on the back of the button to see what you may have won. I had 3 buttons; I had made 2 purchases. 1 button was not a winner, 1 button was a $5 winner, and 1 was a $10 winner. I was sent an email that said I would receive my money to use at any Penney's store and I never did. I just called them and they told me that since that program ended December 24 there was nothing they could do unless I was willing to place an order on the phone with them instantly; which meant I would have to pay shipping and handling. I was going to use the money at my local JC Penney store. I can definitely see why JC Penney is going bankrupt. The only reason I went back into the store was to take advantage of that particular offer. I have quit shopping there since they changed there format and now I will quit altogether. Because we are rewards credit customers, we receive birthday money every year. Last year it did not come and I called and they told me, "too bad", we cannot resend it if you didn't get it. I called back and spoke with someone else, and was told that OF COURSE they would resend it. They have a bunch of hacks running that place and they do NOT know what they are doing. They trick you into coming in and spending money and then they do not fulfill their promise.

Honor their promise before I report them to the Attorney General, the BBB, and anyone else that will listen.

I guess I am confused. The promotion ended December 24, but does that
mean no more buttons after that time, or you have to spend your
winnings by that time. It is unclear.

From down below:

"Ends at 11:59 p.m. CT on 12/24/12."

I think that pretty much says it all.

First off, please ignore the other post. I meant to hit "tab' and not
return. :-(

As for "honor their promise" ... you HAVE to go by the official rules,
not what you feel the promise should be.

According to the official rules the contest ended one minute before
midnight on Christmas Eve.

You can TRY to file legal charges against them but... now that it's
been over for almost 2 months, it may be too late.

And FYI the BBB can't really do anything here. They're NOT a legal
entity. They can only ask but JCP can pretty much tell them to go to
Raxacoricofallapatorius.

terms of contest are at the bottom of the page linked here. And
copy/pasted below for ease of reading ;-)
