Frontier Mastercard - Cancellation

I have held a Frontier Mastercard issued by Barclays Bank Delaware since 8/2006. It was initially issued with a $500 credit limit that was increased within 6 months to $1500. After recently going through a state-to-state move, which required the use of my available credit, I paid the card off. It currently has a balance of -$49.44.
I would like to take this opportunity to state that I have never made a late payment on this card, or any other items on my credit in at least the past 3 years (especially during the time period I have held this card).
I check my accounts on-line at least every few days to make sure that there is no fraudulent activity, and to stay on top of any payments I may have due. Imagine my surprise when, today, I log onto juniper.com and find that my credit limit has been decreased to $500. I immediately picked up the telephone and called customer service to find out what I might have done (besides paying them off) that would have caused this. I was told that a review was done of my account (on Thursday) and I have too many outstanding, open credit lines (with no balances) that caused them to re-evaluate my limit.
While I completely understand their "right" to do this, it doesn't make a very good case for them from a customer service standpoint. I talked to 2 different individuals and as a result have cancelled my card. The individual with whom I spoke finally and cancelled my card with, tried to "talk me into" keeping it stating that they would periodically review the account and see if they could "re-instate" the credit line. He kept saying "per your request" every time he agreed to cancel the account (approx 6 times, I really had to ask that many times to have it cancelled).
I underwrite mortgage loans for a major bank/mortgage company and am very familiar with credit scoring, risk, etc. which is why this is such a mystery to me.
My ultimate issue is this: I maintained a positive credit rating with them on 2 separate accounts as well as my other accounts (not with them) and was penalized for paying off the account. The timing of the credit limit reduction was very suspicious since I had just paid off a fairly healthy balance. They stated that if I had not paid the card off, the limit would not have been reduced.
I had intended to close a few of my other cards and only keep the ones that I had with Juniper and two others for emergency usage, but the reduction in credit limit caused me to change my plans.
If they are not willing to re-instate my credit line, I have no requests. I will ultimately close my other account with them and as a result, stop flying the 2 airlines that are associated with the cards.
