Kohl's Doesn't Honor Their Offers

I placed 2 orders with Kohls.com. One was on 11/23/2011 (Order #508149406) and the second was on 11/25/2011 (Order #508790577). Bothe orders placed were over $50 so I was due to receive $15 in Kohls cash for each order for a total of $30 in Kohls cash. I did not receive my Kohls cash. On December 6, 2011, I contacted customer service via email to get help with the issue. I received and email back from "Adam P. eService Advocate" stating, that he would resend my certificates, and if I did not receive them to "If you still have not received your Kohl's Cash, please reply to this e-mail so we can resolve this issue" I did not receive so I recontacted, and have since emailed back with "Jason L. eService Advocate" and "Latoya P. eService Advocate" neither of them was willing to honor what Adam P had agreed to and resend my certificates. Both offered to credit an order for the amount, after I placed it. The issue with this, as I explained to Latoya P via email, is that for me to place an order, and then be creditted, I would have to lay out additional monies to do so. In these tight economic times, especially around the holidays, it is tough to scrape out and extra $20, $20 or $40 to hope it will be timely reimbursed, especially when Kohls.com has already not delivered on what Adam P said he would do.
Below is the copy of my email correspondence to this point. I also find it difficult to get help, when you send an email, get a response to respond with any issues, only to be answered by someone else.
"Dear Valued Kohl's Customer,
Thank you for contacting Kohl's regarding your Kohl's Cash coupon. It will be my pleasure to review your concerns.
I extend my apology for any confusion regarding the coupon.
I did research your order and our correspondents to help resolve this for you. I have found that we have agreed to honor your coupon on a new order placed by December 16. We are unable to resend the coupon because it is expired. The Kohl's Cash expired on December 5.
I truly understand using Kohl's Cash is a great benefit. Since the coupon is expired the best accommodation is for us to credit your card. We are unable to provide you with a gift card.
We will be happy to offer you free standard ground shipping and 20% as a courtesy on your next online order. Simply reply to this e-mail with your new order number so we can process an adjustment for you.

Thanks for the response. Unfortunately, I am writing to express my disappointment with Kohls. I received your email, stating, that I could make purchases, and you would credit the purchases in the amount of my missing Kohls cash. I am disappointed by this, because in your email you say you cannot resend the Kohls cash email, but the first response from customer service, was that they can, and would resend the Kohls cash. My frustration is furthered by the fact, that in my current financial situation, I am unable to place an order and pay for $30+ in orders, then to wait to be credited back. The whole benefit of Kohls cash is to get it and use it just like cash, to make a purchase without having to spend the money out of my own pocket.
I am sending this return email in hopes you can adequately accommodate me. I am hoping to receive the $30 of Kohls Cash, I am due for my 2 orders, or the equivalent via a giftcard or store credit, that I can use.
I look forward to your response, and am hoping, that I will not have to spend more time escalating this matter in an effort to get what I am due based on my two purchases.

Can you please resend 1 more time. My email system updated, and apparently for my protection it now adds more to the bulk email folder, however, it was set to auto delete items flagged. This has been corrected and even if it goes to bulk/spam folder I should be able retrieve.

I would like Kohl's to make good on their offer of $15 for evry $50 spent without any type of strings attached. I should be able to make a purchase without using my personal funds unless I choose to spend over the amount of Kohl's Cash. I would hope Kohl's will honor their offer and the words of their agent Adam P and send me my $30 Kohl's cash or an equivalent gift card.
