Employee promises to offer price then changes mind/then walk off while customer is talking to them

Hello. I am writing about my Kohl's experience on 12/31/11. I found some ties for my husband on a rack that said all mensware and ties are buy one get the second for 50% off. When I went to the register they did not ring up this price. The store associate called over a woman that worked in the men's clothing department. She said since the ties were on sale they were not eligible for the promotion. Then she said she would do it as a one time courtesy. Then while she was telling the clerk how to ring it up she changed her mind. As I was talking to her she walked away. All I asked her in a calm manor is why she can't honor what she just told me. I was very upset over this. You don't tell a customer you are going to give them a certain price then change your mind. It is not good customer service to walk away from a customer. I then asked to talk to a manager. The manager came over and would not honor the promotion either. I explained to her how the other lady(from the men's department) walked away as I was talking to her. The lady at the checkout confirmed my story.
I think Kohl's should have honored the promotion. I also think the manager should have said to me that she would have talked to the employee about her rude and unprofessional behavior.
