My replacement card Saga

I applied for a Nordstroms Visa signature back in March, prior to approval I had to fax in , copy of I'd, social security card, utility bill w2 and pay stubs.

I gladly did.

I have used and paid in full my account for almost three cycles, three weeks ago I misplaced my wallet, I called and cancelled the card as a precaution.

I never disputed any charges or asked to send the new card to a different address.

I waited , ten days ago I called , they verified my information, appologized, said card is in the mail.

Today I called and they told me that the cards won't be mailed after all , that I would need to resubmit I'd and utility bill per California law?

I am baffled , what is going on? Can someone help me, the rapresentative was very nice, however he had no record of me ever submitting the documentation in the first place.

Please reach out and resolve my problem, I will be glad to resubmit everything but why the inconvinience?
