Questionable quality at Pizza Hut

I'm writing to bring your attention to a problem with the food quality at Pizza Hut, Inc. I'm complaining specifically about the freshness of an item I recently purchased at a Pizza Hut, Inc. restaurant. By the way, this happened at Carroll, IA.
I have never been impressed with the food quality or service from this Pizza Hut, but it is the only place where I was able to get a non-meat taco-style pizza. Tonight, my husband and I ordered breadsticks and a small taco pizza from our local Pizza Hut, and were left very disappointed and felt we were ripped off considering how much we paid. Besides the fact that it took over an hour for our delivery, the food was ice cold when it got here. The chips on the pizza were very stale, and it was only crumbs, not any actual chips. The person making the pizza used hamburger, but in my past experiences the taco pizza always had no meat. The pizza also was not even cut entirely, just about an inch or so along the outside. The breaksticks were also very old, and stale tasting.
I have no intention of eating at your restaurants again. Also, I certainly won't recommend your food to my friends.
Here's what I'd like to see happen: In the past, I have called and spoke with a manager about a substandard order, and was promised a refund which never came. So, I would like a refund, from corporate offices, of my $16.21 for our order. Also, I would like to see someone review the procedures in this store and try to bring it up to a higher level of quality. I have been told by employees that, no matter what, all delivery orders must wait until there are at least three going out before a delivery is made, which explains to me why it took over an hour to get our food. I feel that the employees in this store should be reminded about food handling and proper throw-away times for old food, so that customers are not given stale product that tastes like it should have been discarded.
