I agree that this is a valid complaint. I personally would have said something when it happened, but I guess some people are unwilling to do that. I also understand that PFB sends along the writer's contact information along with each letter, which does increase the chances that someone will contact you.
But here's the thing. The easier you make it for someone to help you, the more likely they are to do it. Think about it this way. Wouldn't you be more likely to do a favor for an acquaintance if they were able to tell you exactly what they needed and why? And wouldn't you be more likely to find a good excuse not to or just offer token assistance if they just said, "I have a problem and I need help, but I don't want to go into any details."
By writing your letter the way you have, you have created several extra steps for Pizza Hut. They may not completely ignore your letter (thanks to PFB including your contact info), but they are far more likely to just send you a gift card and leave it at that - likely the effort needed to actually investigate the problem will result in them not doing anything about the actual problem. And that's a shame, because no one likes cold hard breadsticks!

There's a very good way to get the apology you want.
You call the store where you ordered from.
Writing a letter to the corporation... without even specifying which location... is a recipe for you not getting the apology you're looking for.
