Very dissatisfied with the return policy on the Digital Converter Box

I went to Sears with a receipt to return a DTV Digital Converter Box. I had received a $40.00 coupon from the Goverment for the Box. It cost me $20.00 which I paid to Sears. The converter box and antenna did not work on our TV, so I tried to exchange the box (with a receipt), but was told I could not return the box. The salesperson said the United States Government would not allow it. We had to have a cable put into our TV from the cable company so it would work, which also cost us money, but at least our TV works. Sears has a policy right on the receipt "Satisfaction Guaranteed or your money back" but this does not seem true.It makes me very sad, as I always felt Sears was a reliable store.
I would like to be able to return the box,( as Sears is still selling this box to other customers.) I would be willing to take a credit card for the amount I paid for the box, at least I am not out $20.00 and could buy something with the credit card.

The person at Sears was not correct.
From www.dtv2009.gov (I'm not using tinyurl because I want you to see that it's a .gov site) in the FAQ section:
"You will not be able to receive cash or credit for the coupon amount, but you can receive cash or credit for any amount you paid out of pocket, if the store policy permits returns or exchanges."
Further: "If the retail store permits exchanges, you can exchange the converter you purchased for another coupon-eligible converter box."
So, it's about store policy and not government policy. You cannot get cash back for the amount of the coupon ($40), but the $20 you spent? Yes, you get a refund of that if the store allows refunds. And, as you point out, Sears allows refunds.
The fact that you have to pay for cable, however, is not relevant. Sears is not responsible for what kind of TV you have or what antenna reception is, in your area.
As long as you were within Sears' return guidelines, they should take it back and give you your $20. And claiming that the government won't allow it simply isn't true.
